On the "My Products" page of my Avid account for this Pro Tools product it says "No download available.

On the Avid Download page the oldest version they have available is 12.6. I'm totally fine with having 12.5 or honestly any version of 12 that will work the license I have, but I can't find a download for it anywhere. My understanding is that that license only covers through 12.5, that starting at 12.6 the licensing structure changed.

The good news is, I already had an iLok with a Pro Tool 11 license on it (I previously hadn't updated because of the RTAS/AAX thing) and after fumbling through my old Avid account I found an old unactivated update option and after clicking through it all I got a "Pro Tools 12" license on my iLok.
